VTA presents plans for exchange 101/25


Construction on the $ 100 million project is expected to begin in late 2023.

The Santa Clara Valley The Transportation Authority (VTA) held a virtual community meeting on June 9 to discuss the $ 100 million highway project. 101 / Route 25 interchange scheduled to begin in late 2023 and be completed in 2026. VTA project manager Karsten Adams said the last update for the 101 expansion project was in 2013. Chadi Chazbek, a consultant project manager at Kimberly-Horne, explained the exchange part of the project wider. This would involve widening Highway 101 from four to six lanes between Monterey Road and Highway 129; connecting Route 25 from Castro Valley Road to Santa Teresa Boulevard near Gavilan College; the construction of a bridge on Highway 25 over the Union Pacific rail lines; construction of a flood bridge west of the tracks, as well as pedestrian and bicycle links.

Chazbek said the driveways leading to private property on both sides of the highway. The 101 north of Route 25 will be closed and the front roads will take their place. The bike lanes would allow movement in either direction along Route 25, and since there are no front roads along Route 101, it is considered a freeway rather than a freeway, so bikes will be allowed in both directions.

Adams explained that the first phase of the project will include part of the interchange. He said each phase is based on the funding available as there is not enough to pay for the entire enlargement project. He said the interchange was built in 1988 as a temporary project primarily to prevent left turns on the freeway. 101. He said the project is necessary due to the increased traffic demand and the too short length of the 101 southbound exit ramp on Route 25. He noted that the collision rates on the ramps of Highway 25 to the highway. 101 are higher than the state average, but did not provide the number. According to the presentation, the objectives of the first phase of the 101/25 interchange are to improve connectivity between Route 25 and the highway. 101; improve traffic operations along the two roads by adding storage ramps and traffic lights; improve safety in the interchange area by reducing ramp setbacks on the southbound motorway. 101; provide improved access for more secure mergers; and take charge of the future global configuration of the interchange, including the motorway. 101 and widening of route 25, and future motorway. 152 improvements between the highway. 101 and route 156.

The project will be divided into three regions. In the illustration below, the red colors represent the new bridges, the blue colors represent the main roads, the green represents the ramps and the orange colors the new lanes.

The southbound ramps will be widened and a traffic light will be located at the top of the ramp. At the intersection, Highway 25 will be widened to four lanes, but the southerly portion will be single lane due to reduced traffic. There will also be cycle paths on both sides of Route 25 at the intersection as well as a signal for cyclists. Cyclists are already permitted to use the southbound lane on the highway. 101 and an additional lane will be added to allow them to travel north parallel to the highway. 101.

The new southbound (green) ramp on Route 25 will be extended 2,000 feet to Castro Valley Road, which will be closed to the highway. 101, just like Mesa Road, which will end in a cul-de-sac. It will exit in one lane as it is now, but will widen into two lanes near the intersection. The two-lane bike path (purple) will run from the intersection to Castro Valley Road. Since the driveway to the private property will be closed, a road (orange) will be built between these properties and Castro Valley Road.

The northbound ramp to US 101 will be shifted slightly north to accommodate an enlarged exit ramp on SR 25 which will pass under the overpass instead of merging into SR 25 as is currently the case. There will be a barrier between the two lanes. There will be a traffic light at the intersection with SR 25. Access to Garlic Shoppe lane to the right of the slip road will be removed and a new road (orange) will head south parallel to the SR 25 on the ramp.

With the closure of the Castro Valley and Mesa roads, traffic would be directed to Santa Teresa Boulevard, past Gavilan College to Thomas Road, to Chestnut then Monterey Road.

Going forward, Santa Teresa Blvd. will be extended from Castro Valley Road to US 101. Due to insufficient funds, this section will not be part of phase 1. VTA is seeking federal funding and it is expected that environmental studies can begin as early as 2022.

Adams said the project is currently in the design and environmental addendum phase. The vertical line in the illustration represents the location of the project as of June 9. He said SB 1 funds are paying for both phases and the project will be completed in early 2026.

Hollister Mayor Ignacio Velazquez, who listened to the community meeting, participated in the San Benito County Council of Governments (COG) and planning for the 101/25 interchange as well as Highway 25 in Hollister and Route 156 between San Juan Bautista and Hollister. He said COG had insisted that the interchange be built first and that the new ramps would be temporary (10 to 20 years). Eventually, he said, there will be six-lane overflights – at a cost of $ 300 million – that will allow drivers to exit through the expressway on Route 25.

Route 25 / Route 156 projects

He said COG is focusing on environmental impact assessments for the road section near Hollister of San Felipe Road and Route 156 which will be widened to four lanes, as well as an overpass on Route 25 to Route 156. But before the viaduct can be built, there will be a temporary roundabout as the intersection has experienced many fatal collisions. He said construction of the roundabout is expected to start in 18 months and hopefully the viaduct will be built six years after the roundabout is completed.

Velazquez estimated that the widening of Highway 25 from the county line to Highway 156, which could cost more than $ 300 million from Measure G, would be completed in eight to ten years.

“We are working with VTA to combine 152 and 25 as far south as possible,” he said. “It will be six lanes after Shore Road, but we just don’t know how far it will be after Shore Road yet. At this point it will veer to 156, and that’s where 25 will merge with, well in our county. “
